Open IV lead developer GooD-NTS and a team of dedicated modders have announced that they are currently working on taking Liberty City (from Grand Theft Auto IV and earlier games in the franchise) to Los Santos (Grand Theft Auto V). Liberty City will not replace Los Santos or Blaine County, but will rather appear across the sea. Using the power of OpenIV and openformats, the modders were able to bring Liberty City right into the GTA V-map. On the official forum, the modders write the following statement:
"You will need to download a convertor tool with some additional assets. This tool will convert Liberty City from your copy of GTA IV into GTA V. The converter tool will create a single player DLC pack, which will be installed into your GTA V. You will not be able to play online because Rockstar Games does not allows mods in GTA Online."
When this mod will release, we don't know, but the developers are promising that there will be no alpha, beta or anything like that. Just the full map, when it's done. "There is no private beta or something like this. As soon as mod will have proper state, it will be released to public."
