Moogle Chocobo Carnival is part of FFXV's Holiday Pack

With the trailer above and the screens below Square Enix has just introduced the Moogle Chocobo Carnival, a celebration event happening for a limited time inside Final Fantasy XV.
Starting Tuesday, January 24, players will be able to visit a different-looking Altissia to join the festivities. The content includes new costumes for Noctis, a bunch of new side quests, and even some fireworks.
The Chocobo Carnival is part of the Holiday Pack of the game which, at the same time, can be accessed via the paid FFXV Season Pass or Premium Digital Edition (which adds more exclusive content) or via free Holiday Pack, which includes an entry ticket for the Carnival.
